It isn't being required, they just want to make certain their employees are healthy and aren't going to get each other sick or make their patrons sick.
Some cities like Minneapolis and St. Paul in Minnesota took a somewhat "different" approach to the whole thing. The OSHA mandate is currently not active, yet they are requiring their dining patrons to show proof of vaccination or a recent negative COVID test in order to be served. (1)
The mayors of these Twin Cities have emphasized that these are temporary, but "will go into effect on Jan. 19. Organizers of ticketed events will have until Jan. 26 to implement the new requirements. There is not a built-in expiration date for these measures in Minneapolis, but the St. Paul policy would end in 40 days without additional action."
